The Ofcom review, launched in March, concluded yesterday that more could be done by the BBC to support the wider publishing industry.
As part of the review, Ofcom spoke to around 50 UK media organisations, academics and industry bodies including the PPA, to assess how the public service broadcaster has adapted over recent years to reflect the present media landscape.
A key finding of the report, welcomed by the PPA, is the recognition of publisher concerns regarding the expansion of news stories reported on by the BBC.
Concern was expressed by a number of industry stakeholders that the BBC had expanded its editorial scope online, particularly the prevalence of stories about lifestyle, celebrity and entertainment topics. Ofcom reported that industry stakeholders, including the PPA, were “questioning the extent to which it was appropriate for the BBC to offer such material”.
The review also noted that ‘the BBC’s online news coverage fell short when it came to sourcing or attributing stories’, and that more could be done to drive traffic to commercial publishers websites.
A breakdown of sources for external links on the BBC News homepage showed that around 40% Linked to twitter, one in five to business organisations, and just one in eight to UK newspaper or media sites. In contrast, over 80% of the external hyperlinks on the Daily Mail Online and The Mirror went to sites offered by broadcasters, newspapers and other online publishers.
“The BBC’s internal website links provide an important service to online users. These links connect readers to ‘explainers’ elsewhere on the BBC website, as well as in-depth analysis and commentary, helping them gain a better understanding of stories in the news”, Ofcom reported. “But our work indicates that the BBC could provide more links to external, third-party content. External links support the wider industry and benefit audiences by providing access to a wider range of material.”

The review recognises the opportunity for the BBC to do more to support the news and publishing ecosystem, and we look forward to them taking these recommendations forward and linking to more external content In the future.”
