EU Packaging and Packaging Waste Regulation

The EU Packaging and Packaging Waste Regulation (PPWR) is a new regulatory framework that sets sustainability requirements. It will be applied from 12 August 2026.

The PPWR is directly relevant to PPA members. The regulation covers all packaging placed on the EU market, regardless of material or place of manufacture. Paper-based, e-commerce, transport, event, and plastic packaging are all relevant areas of consideration for publishers.

There is no exemption based on sector or company size, and UK exporters will need to comply with PPWR when selling any packaged goods to the EU or risk severe business, reputational, and financial penalties.
